Bug#4561: dpkg-genchanges puts bad Maintainer: in changes file

I wanted to have it use "edd@debian.org" which is of course neither my
hostname, nor my mailname. To do that, I set the "user-mail-address" variable
for the debian-changelog mode explicitly as in
Local variables:
mode: debian-changelog
user-mail-address: "edd@debian.org"
End:
Works just fine.
