Bug#4561: dpkg-genchanges puts bad Maintainer: in changes file

I wanted to have it use "email@example.com" which is of course neither my
hostname, nor my mailname. To do that, I set the "user-mail-address" variable
for the debian-changelog mode explicitly as in
