Bug#4554: "dpkg-buildpackage" doesn't pass args to "dpkg-genchanges"

1)  "dpkg-buildpackage" is supposed to pass the v, m, and C flags to 
    "dpkg-genchanges", but it doesn't.

The following patch corrects this:
