Bug#3299: guidelines.texi refers to "Debian GNU/Linux".

Hi, guidelines.texi.gz (from version 1.0-2 of the doc-debian package)
refers to "Debian GNU/Linux" in the title. Version 1.0-3 has corrected
this, but it's still in the Incoming dir.

The guidelines.info from the dpkg package does not show this problem.
