If you are booted from the kernel you've just installed on to the hard
disk from the boot floppy, as you would be while installing the system,
module configuration works. Otherwise, you'd run "modconf" while booted
normaly (the base floppies install it) and you would not need the
floppies to start "modconf". If you have an older modconf package, install
the new one (may still be in Incoming).
