There's what might be called a bug in the postinst of the
kernel-image packages generated by kernel-source-1.99.7.

Quite simply, the postinst will bypass the process of installing the new
kernel as a boot option if it a kernel of that version is already
installed.  This is excessively restrictive, I think, as it means one
must indulge in excessive gymnastics if one wishes to install a kernel of
the same version to add a driver or some such.
