Bug#3129: wu-ftpd doesn't update /home/ftp/(bin|lib|etc)...

The wu-ftpd package doesn't seem to update the executable files under
/home/ftp.

My desktop machine was installed from 0.93R6-beta, and I still have a.out
files for doing ls and tar and gzip under wu-ftpd, while my new web
server, which was installed from 1.1-beta, and has elf versions of those
files.  They're both running the same version of wu-ftpd.

Needless to say, I'd love to see this changed, since I haven't had a
chance to re-enable a.out in the kernel since discovering this problem,
meaning access to my ftp server is effectively blind.
