Binary only question

I'm thinking about packing LyX for Debian. LyX needs the xforms library.
However, xforms is provided only as binary. I do have the permission of the
xforms author. Now I wonder how to create the package. 

I think it should be two packages: the shared lib and the development
package. But do I only upload a .deb file? Or do I create the source file,
too, only that this one contains binaries?

BTW into which section does LyX belong? It's a word processor that uses
Latex. It's not an editor, it's not tex, but it's close to both.
