That is odd, I just installed 1.1 from scratch, and at least one of
the packages prompted me for an organization string, with the one you
have above being the default.

Perhaps there is more then one package that writes out
/etc/organization.  Debian news-package maintainers should check their
scripts to make sure that people get prompted for these things.
