I did publish a mirror list to debian-announce, after hand-checking all
of those mirrors.

Oh darn. I think the short term solution is to point some of the
mirrors at ftp.i-connect.net and switch them back to ftp.debian.org
later.

We have good mirrors in .au, .de, .se, but not .jp so far.
