As I understand it, the purpose of the base system is to provide the
capability to install packages.  I don't think it should contain
/etc/termcap if /etc/termcap is not needed to install packages.

There is the question, though, of whether or not the package containing
the termcap compatability library should be selected or deselected by
default for installation by dselect.  IMHO, it should be deselected
by default unless good reason can be shown why it's widely needed.
