Bug#2831: timezone conffiles vs. postinst

Timezone installs an /etc/timezone containing the word "Factory", (which
means unconfigured), and _lists_that_in_etc_conffiles_ so that I am given
the choice to replace my original configured file with an unconfigured
one. That's not correct or necessary. It should not install this file.
The postinst script will create it if it does not exist, and will properly
ignore a configured version.

I filed a bug earlier complaining about it not allowing me to set
"PST". Probably listing "PST" as a "city" in America would be
sufficient. And you should of course do this for other time zones
where there are names for the time zones that are not the same as a
city name. Otherwise, the user is put to the intellectual test of
matching the cities in the list to their time zone.
