Bug#2802: apache tweaks

I have a number of suggestions about the apache package.
1) The server should run under userid "www": that allows separate
accounting of CPU used by the web server. Currently, it runs as
"nobody". Files served by apache that aren't owned by any
particular user (eg machine index page) should by owner
root.wwwadmin. The www user and wwwadmin group should go into the
base package, I think. (How do the other web servers which have
been Debianized do this?).
2) Putting the server root under /var/web is silly. Web data doesn't
grow/shrink/vary during the server's lifetime. It is more akin to
user data, and as such should (probably) go under /home. I'm open
to suggestions.
