I still can't do ftp at ftp.debian.org

I have been having trouble with 'ls' and 'get' from ftp.debian.org
(and some others) with ftp, ncftp, and mirror. I can connect to my
service providers SUNOS machines and helsinki (to get the latest
kernel). In fact most sites work. But ftp.debian.org doesn't.

Here's a listing of the software I've tried:
$ dpkg -l netbase ncftp mirror

| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)

ii ncftp 2.3.0-1 A user-friendly and full-featured FTP client
ii mirror 2.8-3 Perl program for keeping ftp archives up-to-

Here is some tcpdump output (I turned on tcpdump just before typing
"ls" on ftp.debian.org - I was able to "cd" to any directory, but "ls"
hangs):

Is there a fragmentation problem? Although this is under kernel
1.3.86, I also tested 'ole reliable, 1.2.13 and "ls" also hung. Maybe
it's a problem with dip? Any further debugging you can suggest?
