Bug#2645: debian doesn't have vipw

Just in case you're interested there's a vipw/vigr coming from the
util-linux package. You might want to have a look at it. Check out
ftp.infodrom.north.de/pub/Linux/Infodrom/util-linux-2.5-pl4.gz as a
patch to util-linux-2.5.tar.gz.
