I noticed this myself with a different version of netstd (a.out, 1.26-1),
and thought it had stuffed up (because of other things that had happened).
I tried uninstalling, and then purging, to no effect.  Then one time I left
it running a little longer than before (maybe 10 minutes) and it completed
(apparently) fine.  At the time I thought a warning message saying "this may
take a while" could have been in order, but soon was distracted by other
things.
