Yes, I was mistaken.  The package in question is net_base_, not
netstd, and tne system I was using had netbase 1.25-1 though it had
netstd 1.26-1.

The admin has upgraded netbase and it works fine now.  Apologies for
the confusion; I'm closing this bug report.
