IMHO it belongs into the kbd package but that is up to the maintainer.
But the open package may be expanded itself, already some people have
sent me suggestions.

One could use the news(1) command to document that user-visible change :-)
But seriously, i think that besides the boot/rootdisk (where the addition
would make sense) it should be left to the sysadmin to make the necessary
changes, if he/she wants to.
