Bug#2463: "msdos" filesystem needed for bootstrapping

The "image" package should have three filesystems linked into the kernel.
ext2, minix, and msdos. I think at the moment "msdos" is not linked in.

The boot floppy is an msdos filesystem so that it an be operated upon
by the user (replace the kernel, and so on) before booting Linux. We
need to mount that floppy while installing the system because the
modules.tgz archive lives on it. Thus, the kernel needs to have msdos
linked in. The root floppy is an minix filesystem. I tried to use ext2
but it takes 200 blocks overhead (!).

The 1.3.70 kernel will let you link in "fat" and "msdos" if you run
"make config", but when I ran "make menuconfig" it only gave me the
choice of placing it in a module.
