Like many other scripts the /etc/init.d/ppp script has a switch at the
start to that must be set in order get it to invoke pppd. Having the
links inplace will not cause ppp to start if you dont set this switch.

If you want to start pppd by hand then you could copy and edit
/etc/init.d/ppp into say /usr/local/sbin/ppp-start leaving the links
and init.d scripts alone.
