Well, I find:
$ ls -l /usr/lib/sendmail
lrwxrwxrwx 1 root root 16 Sep 5 01:47 /usr/lib/sendmail -> ../sbin/sendmail*
$ ls -l /usr/sbin/sendmail
lrwxrwxrwx 1 root root 5 Sep 3 13:53 /usr/sbin/sendmail -> smail*
$ dpkg -l smail

So presumably the change away from what you propose was made for some
good reason between -13 and -21.
I don't see how nominating /usr/sbin/sendmail as the master link
differs practically from nominating /usr/sbin/smail as the master
link, however.
