Bug#2366: Pine fails to use /etc/news/server (from Bug#933)

When configuring its setup for newsreading (and/or posting) Pine
should read /etc/news/server to try to find an NNTP server to use, and
copy it into the pine.conf. Only if /etc/news/server doesn't exist
Pine should prompt the user, and having established a sensible value
it should store it in both /etc/news/server and pine.conf.
That it doesn't do this is a contravention of the packaging
guidelines (which say that it ought to use shared configuration files
like /etc/news/server where appropriate).
I'm reporting this bug separately so that it can be discussed without
confusion.
