They contain the files you need to compile new programs. If you just
want to run stuff that other people have written then you don't
usually need them.

(Silly question) Does your kernel have ELF compiled in? (If it didn't
then you wouldn't expect it it to get past failing to run sysvinit...)
I installed *just* the development stuff, so I could rebuild packages
for ELF and had no trouble...
