Bugs reassigned dpkg -> libc/NIS, ncurses, man

I've reallocated the four bug reports below.  In each case I posted a
message to debian-bugs at the time saying I thought it wasn't a bug in
dpkg, and now that the bug tracking system can reallocate bugs I've
done so.

Would the relevant package maintainers please take note.
