Bug#1298: groff gets fatal configuration error

Problem Description:

  I had just installed the system including groff and man.
  Groff complained:
  /usr/bin/nroff: can't find `DESC' file
  /usr/bin/nroff:fatal error: invalid device `ps'
  groff then dies with an exit code of 3.

  This problem effects man and xman.

Expected behavior:

  Format the input file as usual.

Procedure to reproduce:

  Installed from scratch
  installed groff
  installed man
  Run "man man" or "nroff -man /usr/man/man1/man.1",

  All installs were done using dpkg --install.
