Bug#1244: at: problem with update

The `at' scripts are quite right to fail in this situation.  What
happened to your /etc/crontab file ?  Did you delete it ?

I'd suggest:
 dpkg --purge --force-depends cron
 dpkg --install cron*.deb

(There will in be a better way of doing this that doesn't involve
--force-depends.)

If we can't find out what deleted your crontab I suppose we'll have to
close the bug as-is.
