Bug#1156: xbase configuration - global Xresources/modmap

It would IMO be a good thing for there to be a place to put global
Xresources files for all sessions on (clients hosted by) the machine.
I suggest /etc/X11/Xresources; this should be loaded by default.
There is now a global Xmodmap (/etc/X11/Xmodmap) and a global
Xresources (/etc/X11/Xresources) file. Both files are empty, except
for a comment indicating that it is the global Xmodmap or Xresources
file, respectively.
I have also added a default Xsession file which is executed by both
xdm and xinit. Currently, both xdm and xinit execute their own copies
of what is, essentially, the same file. /etc/X11/Xsession is
responsible for loading the global and user modmaps and resources, in
addition to providing a default session if they do not have .xsession.
Finally, the /etc/X11/xdm/Xservers file refers to /usr/X11R6/bin/X,
which is a link back to /etc/X11/X. It would probably be better to
refer to /etc/X11/X directly.
