Steam Greenlight doesn't sound like anything to do with Free Software.
CC-BY-NC is a Creative Commons license but it is not a Free Software
license nor a DFSG-free license. In addition, it requires the Source
engine, which is completely proprietary. Black Mesa is thus not even
suitable for non-free, let alone main.
