FreeOrion could maybe go in contrib with that dependency, but it can't
go in Debian (= main). contrib and non-free are not (officially) Debian -
they live on Debian infrastructure and are maintained by DDs/DMs, and for
user convenience they exist in versions that correspond 1:1 to Debian releases,
but they're never part of a release.

Some packages in contrib and non-free are even auto-built on buildds,
but this one probably can't be, since it requires downloading a
non-distributable package and presumably agreeing to an onerous license.

(It's sad to see a package called "Free..." with non-free dependencies...)
