What about "usefull hints" like "Don't splitt your package, when
fixing an R bug, because you'll have go through NEW, so the RC bug fix
will be delayed" or "If possible first upload packages fixing RC bugs
before uploading a new upstream release; a new upstream release might
introduce new bugs hindering its testing propagation"?
