SPEWS is not about blocking spam, it's about enforcing ISP compliance
to some set of rather arbitrary rules.  For this purpose, SPEWS
knowingly blocks bystanders, to increase pressure on the ISPs.

I know many ISPs who have been threatened by SPEWS, although they have
measures in place to keep spamming at bay.  In the times of Joe Jobs,
sometimes garnished by cracking machines of the target, and spammers
who are able to afford substantial legal advice, a clean, thoughtful
solution is often better than the instant executions some of the DNSBL
operators demand.
