I've registered in launchpad because it was the only way to interact
with bug reporters using my packages on Ubuntu instead of Debian. If I
could do that without registering I probably would have preferred
that. Same goes for other distributions; I have accounts in the Gentoo
and Fedora/RedHat bugzillas and elsewhere for example.

I think there are a class of Debian package maintainers who are
interested in issues in their packages (both in Debian and elsewhere),
but not necessarily interested in Ubuntu and Ubuntu users' issues
enough to register.
