The main issues are accountability of the person sending e-mail,
locking of the bugs to make the request, and the reindexing that has
to occur after the request has been processed. The current interface
(email) handles all of these correctly, while the first two are rather
difficult to do in a timely fashion.

Best to just indicate that they've marked the bug as forwarded, and
timeout the indication after 10 minutes or so.
