That's not a complete example. Also possible is something like:

     unstable (1) -> testing
        |
        `-> unstable (2) -> testing -> stable
             | |              |         |
             | |              |         `-> proposed-updates (2s1) -> stable
             | |              |
             | |              `-> (2t1) testing-proposed-updates -> testing
             | |
             | `-> unstable (2.1) -> testing
             |      
             `-> unstable (3)

Where bugs are fixed in 2t1 and 2s1 that aren't fixed in 2.1, and bugs
were fixed in 2.1 that aren't fixed in 3.
