Indeed, those packages are already packaged in Debian:
* Asterisk 1.2.13 is in stable (1.4.18.1 is in testing)
* LibPRI 1.2.4 is in stable (1.4.2 is in testing)
* Zaptel 1.2.11 is in stable (1.4.9.2 is in testing)
* FreePBX is not yet in Debian, but close (see bug#464926)
Also, zaptel is kernel drivers, so they are only available officially
for the kernels released officially with Debian.
I guess what you want is one of...
* fixed snapshot of Debian testing
* Debian testing + custom zaptel-enabled kernel
* Debian stable + custom VoIP programs + custom zaptel-enabled kernel
Which one? Or something else? Why?

If what you want is to take existing packages already in Debian and then
improve them - like upgrade them to newer version or change the way it
is packaged - then you should not do it on your own, but instead get in
touch with the current official Debian maintainers of the packages in
question, and offer your help maintaining them.
I happen to be in the Debian VoIP team, and expect that your help will
be much appreciated :-)

The tricky part with zaptel is that it is kernel drivers. So they need
to be compiled against the kernels actually used.
If you have problems compiling those kernel drivers, I suggest using the
kernels maintained officially in Debian. Or do you need some custom
hacks, or have any other special needs?
