Ian is a sufficient subject matter expert that I think his concerns are 
worth analysing. I lean towards disagreeing with his conclusion (I agree 
that aspects of usrmerge may uncover or result in subtle bugs, but 
suspect that having Debian diverge from the approach that most other 
distributions have taken would probably result in a larger number), but 
I feel it's legitimate to bring this up with the committee.

At the moment I think the general feeling seems to be that the concerns 
aren't sufficient to change the approach we're taking, but when 
presented with new information it makes sense to take that into account. 
Please don't interpret this as an attempt to prevent us from moving 
forward - please think of this as additional verification that we *are* 
moving forward.
