Yes, we are talking about migrating all installations to a new,
alternative filesystem layout now. Which was mentioned years ago
already and dismissed (for reasons).
The proposal to move to this alternative layout and why one would want
to do so hasn't seen any recent discussion before coming to the tech-
ctte as far as I know.
If someone wants to go this way, I suggest to just have a GR about it
instead of iterating this at tech-ctte yet again. It's not very
motivating to have some people endlessly argue against moving forward
and wanting to revisit/reverse/change some decisions endlessly.
