I think that both of these involve overriding the maintainer, as the
restriction to not include any other binaries if the package Conflicts:
with bin:rename is also to override the maintainer?

Thank you for coming up with this text.  Actually, the new procedure is
new to all of us; this is our first use of it.

In this case I believe you need to formally withdraw options A&B and
then propose another ballot.
