I vote Y > F > N.
This is on the assumption that we are defining merged /usr the
same way we did when we resolved #914897 in
<https://lists.debian.org/debian-devel-announce/2019/03/msg00001.html>
(what Guillem Jover calls "merged /usr via aliased directories", with
symlinks like /bin -> usr/bin).
