Bug#795857: Constitutional Amendment: TC chair appointment

Hi all,

here's my understanding of the state of our "TC chair appointment" 

In June 2014, in <21420.15439.20061.525596@chiark.greenend.org.uk>, Ian 
described a problem he wanted to see fixed in the constitution:

As far as I could find, this mail didn't get answered, either way, let's 
use this bug to consider this proposal.
