That's not "should" in the Policy sense.  "Should" in the Policy sense
does, in fact, mean that you have to do work to support it, although the
level of pressure is only mild rather than at the level of rejecting the
package entirely.

I don't think we currently have a Policy term for "if you don't think this
is important for your package, or if you're just not interested in working
on it, you can ignore it, but you do need to merge patches if someone else
wants to work on it."  That would probably be useful.
