Debian Constitution 6.3.1:

"the voting period lasts for up to one week, or until the outcome is no longer
in doubt."

Given that all eight committee members have voted and the outcome is no longer
in doubt, the voting period is over and the chairman of the committee can use
his casting vote.

No, he hasn't changed his vote. He has voted today but he hasn't changed his
vote as he hadn't voted before on this resolution. That is why the outcome was
still "in doubt", as Andreas could have ranked D above U, making the outcome
different (just D in the Schwartz set and no need for the casting vote).
