It's not. All ballot options have to have a majority above FD in order to
be eligible to win the ballot. At least one more person has to vote
another option above FD for there to be a winner other than FD.
If all remaining TC members vote FD first, FD wins. That would be the way
of indicating support for Ian's position that we should not hold
independent votes.
