Maybe someone could setup a vote on vote.debian.org? I have no idea how
complicated it is (IIRC it is not totally trivial). It might also be
possible to allow at least DDs and DMs to vote.

Sometimes I also wonder if a GR might be a better way to deal with the
decision as this feels more and more like an "political" or "opinion"
decision rather then a technical decision to me as tech-ctte members
have found both upstart and systemd to be suitable so far and only minor
reasons were responsible for the final decision. There is no technical
"right" or "wrong" between a more integrated, featureful system or a
more minimalistic approach[1]. It depends on expectations what sort of
system one wants to end up with. And I'm not sure if the tech-ctte is
the right place to decide about the general direction the project wants
to take (tough I appreciate the discussion and arguments from all
sides).
