Bug#436093: Please decide on the "ownership" of the developers reference

wouldn't it make sence here, to adjust the website build-process? So
everytime a new package hits the ftp-archive, the website build process
downloads the archive and un-ar's it?

that could be done with the same step.

Is there any way to change that from ONE big file to some smaller files?
That would make working as a team much less painful. (I didn't check the
package and my knowledge to docbook isn't that good, so please ignore
this if it is not possible.)
