Bug#436093: Please decide on the "ownership" of the developers reference

Sorry Raphael, that is just throwing sand in our eyes. You have more
than once declared you're not accepting me as main authority on the
developers reference, and this has now be to cleared. The good thing is
that the constitution gives us a clear process how this can and should
happen.

As the results are, I'm now demotivated enough to stop any further
Debian work at least for today.

The bug unfortunatly doesn't have the final status.  There was some
discussion on and after this years Debconf. If you would have asked, you
would have known. (And I'm not the main driving force on that change,
btw.)
