I'm not sure what you mean by "pretty thoroughly":
The proposal you cited does not address any of the issues raised in
the essay I elided.
I think your proposal conflicts with published policy, and with the obvious
purpose of "Config". I don't feel so strongly about that that I don't see
your point of view, but I do think that your proposal should be amended
so that it addresses this issue (conflict, ambiguity, whatever) in some
way.
