        I should be more minimalistic in my quoting. I realize that by
 quoting the whole paragraph, the runt of my objection, and the object
 of my objection, was misdirected, and the misinterpretation was quite
 logical. 

        I still want to know when I said: "a committee fora pproving
 the submission of proposals to the technical committee"
