This info really ought to be on
https://wiki.debian.org/Multiarch/Implementation#Converting_your_package_for_multiarch

but doesn't seem to be.

Clearly it wasn't clear to Norbert what he should be doing about .h
files (because nearly all the info is about libs). We should fix that
(as well as write policy!)
