I don't think there's any proper forum. But I agree that we should have
the discussion on debian-devel once more because there is still no clear
plan to grow the resources required for CI usage and the limits are
clearly too low now for some big packages.

Maybe we need a few volunteers to run alternate GitLab runners on other
servers. But it seems counter-productive given that they are running
on cloud resources right now and that nobody said that we were close to
running out our cloud budget. DSA's input might also be relevant, I'm not
sure what they think of the idea of running other gitlab runners outside
of the Salsa team.
