I totally agree: GB2312 should be sent to /dev/null.
I've just now completed zh_CN.UTF-8 support locally. If all goes
well, the next release of debiandoc-sgml and debian-reference will
contain my patches with zh_CN.UTF-8 (and perhaps zh_TW.UTF-8 and
ja_JP.UTF-8 as well).

I think the new version of zh_CN release note should be encoded UTF-8.
And all the docs in Chinese should migrate to UTF-8.
